Poisoning, torturing, killing, dragging a horse behind a moving vehicle for 2 kms, dragging dogs behind vehicles, hanging dogs in trees, etc. etc. Is it ever going to end? On 1 January 2010, Kazakhstan became the first ex-Soviet state to chair the ozkey, the Organization for Security and Co-operation in Europe. This is the worlds largest regional security organization, so chairing it is a significant milestone in the countrys post-Communist history. It is speculated that Kazakhstan will be able to increase the ozkeys role in Central Asia and provide a forum to overcome regional problems. However Annette Bohr, Associate Fellow for the Russia and Eurasia Programme at Chatham House, argued that Kazakhstan has its own agenda. She spoke to me about Kazakhstans role as an ozkey chair.
